(A) The minimum monthly rate for water service shall be, with the exception described in division (B) below, as established from time to time by the City Council. All charges and rates shall be kept on file and be available for inspection in the office of the City Clerk.
(B) When the customer orders the service discontinued after the regular reading date and before the next reading date, the month shall be divided as follows:
(1) During the first ten days after the regular reading date, the customer shall be charged of the minimum, unless there shall have been more than of the minimum amount of water used. If that occurs, the charge shall be for the amount used.
(2) During the second ten days after the regular reading date the customer shall be charged of the minimum amount of water used, unless there shall have been more than of the minimum amount of water used. If that occurs, the charge shall be for the amount used.
