(A) Rates effective May 1, 2003. All property upon which any building has been or may hereafter be erected, having a connection with any mains or pipes which may be hereafter constructed and used in connection with the city water system, shall pay the following rates per calendar month:

All over 20,000 gal. | $2.18/1,000 gal. |
(B) Future rate increases. All water service shall be increased each May 1 beginning May 1, 2004, at a rate equal to the consumer price index then established.
(C) Monthly debt assessment charge. Effective May 1, 2010, a monthly debt assessment charge of $7 per month will be added to the customer’s water bill.
(D) Hydrant meter fee.
(1) A city resident will be billed a hydrant meter fee in the amount of $50 plus the regular water consumption rate.
(2) An out-of-town resident will be billed a hydrant meter fee in the amount of $50 plus 1½ times the regular water consumption rate.
(3) The amount of the bill will be paid by the person(s) receiving the bill, whether or not that the person is hauling the water or receiving the water.
