(A) Water may be turned on for construction work in unfinished buildings, subject to the provisions of this chapter.

(B) During the period of any construction, service for water may be furnished at the bulk service rates prescribed in § 52.28. Application for such connections shall be made to the City Clerk by the owner and shall be on the same conditions as govern connections generally.
