Each committee of the City Council, in reporting upon any subject referred to it, shall attach to its report all papers or documents in the possession of the committee relative to the matter so referred. Any report of a committee may be deferred for final action thereon to the next regular meeting of the Council, by a majority of the votes of the Aldermen present.
