For the purpose of this chapter, the following terms shall have the meanings given herein. When not inconsistent with the context, words used in the present tense include the future, words in the plural include the singular, and words in the singular include the plural. The word “shall” is mandatory and not merely directory.
CITY TREE BOARD. A board of seven members, appointed by the Mayor, each to serve a term of one year.
CONTRACTOR. Any person engaged in the construction of any structure on a commercial or residential lot within the city limits.
LARGE TREES. Designated as those attaining a height of 50 feet or more.
MEDIUM TREES. Designated as those attaining a height of 30 feet to 50 feet.
MUNICIPALITY. The City of Pittsfield.
NATIVE TREES. Species known to be part of the flora of Central Illinois before the time of settlement.
PARK. All public parks.
PARKWAY. That part of a street or highway, not covered by sidewalk or other paving, lying between a private property line and the street or highway.
PERSON. Any person, firm, partnership, association, corporation, company or organization of any kind.
PROPERTY OWNER. The person owning private property as shown by the County Assessor’s plat of Pike County, State of Illinois.
PUBLIC PLACES. All grounds owned by the City of Pittsfield, County of Pike, State of Illinois.
PUBLIC TREES. Includes all shade and ornamental trees now or hereafter growing on any street or any public areas, unless otherwise indicated.
SHRUBS. Any plant attaining a height of less than ten feet.
SMALL TREES. Designated as those attaining a height of up to 30 feet.
STREET OR HIGHWAY. The entire width of every public right-of-way.
TREE CONSERVATOR. The Tree Conservator shall be the City Manager, or his or her designee.
