The city may establish an appropriate system of processing fees for the review of nominations and the COAs. Any person who undertakes or causes an alteration, construction, demolition, or removal of any nominated or designated landmark or property within a nominated or designated landmark or designated historic district without a COA shall be guilty of a misdemeanor. Upon conviction, the enforcement of any fines shall be administered under the city’s jurisdiction and in conformance of the city ordinance.
