An additional charge of 10% shall be added to all monthly charges on billings not paid on or before the 20th of the month following the date of the meter reading. The additional charge may be waived by the City Clerk upon showing extenuating circumstances. Assessment of the penalty will be waived once per six- month period; however, if the amount on which the penalty was waived remains unpaid 30 days after its due date, the penalty charge will be reinstated.
