The city shall make available to any person for inspection or copying all public records, except as otherwise provided herein and except as such disclosure would be inconsistent with the public policy of the state as set forth in ILCS Ch. 5, Act 140, § 1. Notwithstanding any other law, the city may not grant to any person or entity, whether by contract, license or otherwise, the exclusive right to access and disseminate any public record as defined in the Freedom of Information Act, ILCS Ch. 5, Act 140, § 1 et seq.
