2.02.010 Date of general municipal election.
   The city's general municipal elections shall be held on the same day as, and consolidated with, the statewide general elections on the first Tuesday after the first Monday of November in each even-numbered year.

2.02.020 Campaign contribution and expenditure limits.
   A.   No campaign contribution limitation or expenditure limitation shall apply to any of the following:
      1.   Any candidate for Pismo Beach elective office;
      2.   Any campaign committee organized to support or oppose candidate(s) for Pismo Beach elective office;
      3.   Any campaign committee organized to support or oppose the passage or defeat of ballot measure(s) specific to the city of Pismo Beach;
      4.   Any entity otherwise required by the provisions of the Political Reform Act (California Government Code Section 81000 et seq.), and companion regulations, to file campaign finance statements with the City of Pismo Beach. In the case of an entity required to file campaign finance statements in multiple jurisdictions, the city shall not impose any contribution or expenditure limitation, irrespective of any limitation imposed by such other jurisdiction.
   B.   This section does not eliminate, modify, or abridge any other obligations imposed on any of the persons or entities described in subsection (a) by the Political Reform Act, California Elections Code, or other applicable statute or regulation.
   C.   As used in this section, the terms "candidate," "committee," "contribution," and "expenditure" shall have the same meaning as provided by the Political Reform Act and companion regulations.

2.02.030 Electronic filing of campaign disclosure statements.
   Pursuant to California Government Code Section 84615, the City of Pismo Beach hereby finds that an online or electronic filing system will facilitate the efficient and secure filing of required campaign reports, and that such system will operate securely and effectively and will not unduly burden filers.
   A.   Whenever any elected officer, candidate, or committee is required to file a campaign statement under the Political Reform Act (California Government Code Section 81000 et seq.) and companion regulations with the city clerk, the elected officer, candidate, or committee shall file the statement in an electronic format prescribed by the city clerk.
   B.   Any statement, report, or other document filed electronically or online pursuant to this section will be accepted as an original statement and need not and shall not be filed in paper format, unless specifically authorized in advance by the city clerk.
   C.   The date of filing for a statement, report, or other document that is filed online or electronically shall be the day that it is received by the local filing officer, and the electronic system will record a timestamp ensuring that the statement, report, or other document was received.
   D.   If access to online filings has not been prescribed in a timely manner, the elected city officer, candidate, or committee may file an original statement by paper, at the discretion of the Filing Officer.
   E.   As used in this section, the terms "candidate," "committee," "contribution," and "expenditure" shall have the same meaning as provided by the Political Reform Act and companion regulations.
