Said inspections shall be performed and recorded by Village of Pioneer personnel relative to utility system hook-ups of electrical service, sanitary sewer service, and storm sewer service. All utility system hook-ups/inspections, as progressively needed, must be scheduled via the Office of the Village Administrator.
   (c)   Failure to obtain a building permit will result in the invocation of a penalty.
