(a) No person shall commence any construction or structural change to any existing building(s) without first acquiring a Village of Pioneer Building Permit. Permits are obtained at the Village Hall and are valid for a period of twelve months from a permit’s date of issuance. Persons and/or parties that have any outstanding debts with the Village of Pioneer cannot obtain a building permit until all such delinquencies are satisfied. There is no charge for a permit.
(b) Permits are subject to the condition of compliance with all applicable laws, rules, regulations, and standards of local, state and national building codes, and the construction pertaining to a permit is to be monitored by the Village of Pioneer in the context of inspecting utility hook-ups. Said inspections shall be performed and recorded by Village of Pioneer personnel relative to utility system hook-ups of electrical service, sanitary sewer service, and storm sewer service. All utility system hook-ups/inspections, as progressively needed, must be scheduled via the Office of the Village Administrator.
(c) Failure to obtain a building permit will result in the invocation of a penalty. Said penalty will be subject to a charge of minor misdemeanor, subject to a fine of up to one hundred dollars ($100.00) per day during the period in which a permit was needed but lacking. The Village of Pioneer does retain the right to enjoin or seek other equitable relief.
