1131.02 IMPROVEMENT COSTS.
   (a)   All costs of improvements shall be borne by the subdivider, including surveying and design engineering.
   (b)   Further, the subdivider shall pay all plan review and/or approval fees associated with the proposed development.
   (c)   Any testing during the construction of proposed improvements requested by the Village shall be paid for by the subdivider.
   (d)   At the discretion of the Village Council, the Village of Pioneer may participate in the cost of the proposed improvement.
   (e)   Should the Village Council approve participation in a given project, the Village shall then make a determination as to the amount of Village funding to the contributed. This determination shall be made on a basis of the merits of the project toward the betterment of the Village of Pioneer as a whole, and how the project would comply with the future long-term development plans of the Village Council.
