1127.19 STREETS CURBS AND GUTTERS.
   (a)   Curbs and gutters shall be required for all proposed developments.
 
   (b)   In commercial developments or where other similar intensive urban uses exist or are anticipated, curbs shall be required, at Village Council discretion.
