1127.01 PURPOSE.
   (a)   This chapter shall control the manner in which streets, lots, and other elements of a subdivision are arranged on the land.
   (b)   It is the intention of this section to promote planning of attractive and functional neighborhoods, minimizing undesirable features of unplanned, haphazard growth.
