Upon receipt of the application for a license together with the required fee, the Mayor shall verify the information contained in the application and within twenty-one days from the receipt of such application, shall notify the applicant of the issuance or disapproval. The Mayor shall not issue a license if:
(a) The applicant has been convicted of a crime of moral turpitude;
(b) Information contained in the application is false, inaccurate, or incomplete.
