Council finds that it is necessary to enact legislation to regulate solicitors, canvassers, and peddlers, as defined herein, to reasonably assure the citizens of the Village of Pioneer that:
(a) Products which are ordered from canvassers or peddlers are received;
(b) Warranties and representations made by canvassers and peddlers are fulfilled;
(c) Monies collected for an avowed purpose are in fact used for such purpose;
(d) Organizations claimed by solicitors to be tax deductible are in fact tax deductible;
(e) True and accurate information concerning solicitors, peddlers, and canvassers is available, including, correct names and addresses, accurate information concerning products, warranties, and purposes of solicitations;
(f) Prevent the citizens of Pioneer from being victimized by false and fraudulent claims and representations. (Ord. 13-1979. Passed 8-13-79.)
