No person shall stand or park a vehicle, except when necessary to avoid conflict with other traffic, or for purposes of unloading and loading, or while obeying the directions of a police officer or a traffic control device, in any of the following places:
(a) On Third Street from its intersection with First Street to Mill Street, except short term parking, which parking shall be limited to two hours.
