137.04 HIRING OF ASSISTANTS OR SPECIAL COUNSEL.

Council may from time to time provide for such assistants and special counsel to the Solicitor as it shall deem necessary, including any law firm with which the Solicitor may be associated, connected or a member, and agree to pay such assistants or special counsel such reasonable compensation as shall be approved by Council.
