A complete and accurate account of all the proceedings of the Board shall be kept by the Town Clerk. Every resolution or order adopted or made by the Board and every petition submitted to it which is not set out in full in the minutes shall be filed in an exhibit book and by proper reference be made a part of the minutes. The minutes of each meeting shall be read or submitted in advance with the agenda of the meeting at subsequent meetings and, upon being approved by the Board, shall be signed by the Clerk and Mayor.
