(A) It shall be unlawful for a person to neglect a premises or create a dilapidated condition on property. Violation of this section may be evidenced by:
(1) Causing or allowing the accumulation of unsightly litter, overgrown grass and weeds, foul odor, dead animals, junk, unsecured appliances, or potentially dangerous devices to remain on or emanate from a premises; or
(2) Creating a littered condition by leaving materials which are partially or wholly rusted, wrecked, dismantled, junked, or otherwise in an inoperative condition and which are not completely stored within an enclosed structure. Examples of such materials include, but are not limited to, dilapidated furniture, appliances, machinery, equipment, building materials, automotive parts, tires, or any other items.
(B) This section shall not apply to authorized junk dealers or establishments permitted to engage in repair, rebuilding, reconditioning, or salvaging of equipment.
