Any person, firm or corporation who constructs any public improvement or portion thereof in violation of the provisions of this title shall be, upon conviction, fined not less than fifty dollars ($50.00) nor more than seven hundred fifty dollars ($750.00) for each offense, and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
