A. Approval Required: All bills payable by the Village, other than for the payment of salaries established by the Board of Trustees, shall be submitted to the Board of Trustees for approval before payment. (1990 Code §11.006)
B. Payment; Warrants Required: The Finance Director shall pay out money in payment of all bills, or for salaries, or for any other purpose only upon warrants signed by the Village President and Village Clerk as provided by statute. Such warrants shall designate the items to be paid and funds from which they are to be paid.
C. Process for Bill and Warrant Payment in the Event of Meeting Cancellation: In the event that the Village cancels or fails to convene one or more meetings of the Village Board of Trustees, Village staff are authorized and directed to continue normal Village operations and the payment of expenses in the fashion described below, without the requirement of further prior authorization or warrant list approval by the Village Board:
1. Prior to the payment of expenses, the warrant list shall be prepared in the ordinary course and shall be circulated to the Village Board (via e-Mail) and Village President, at least forty-eight hours in advance of issuance of payment.
2. The warrant list shall only be paid with the approval of the Village President, Village Manager and Finance Director.
3. Any other expenditure which requires prompt payment outside of the normal timing of the warrant list may also be presented in this same fashion and shall require the same approval.
4. Any warrant list or expenditure approved under these procedures shall be presented to the Village Board for ratification at the first regular Village Board meeting convened thereafter.
5. In the event of an expense which is subject to approval at a meeting that is not held, if staff recommends rejection of the expense (or associated invoice) in accordance with the Local Government Prompt Payment Act, staff can administratively implement such rejection in accordance with these same procedures.
