2-2-3: POWERS AND DUTIES:
The Park Advisory Committee shall have the following powers and duties:
   A.   To serve as a steering committee to guide and oversee planning studies that directly and exclusively relate to Village parks, primarily including the proposed park adjacent to the Heritage District.
   B.   To implement, oversee and monitor the strategies and goals that are described in the approved plans for such parks.
   C.   To advise the Village Board on matters that impact the parks including: environment and physical image; arts, culture, heritage and entertainment; marketing and business development; media and community relations; safety; housing; neighborhood and community development; transportation and parking.
   D.   To investigate matters related to the development and progress of the parks and make recommendations to the Village Board on such matters.
   E.   Notwithstanding the foregoing, no member of the committee shall have any authority to take any action on his or her own; all actions of the committee shall be taken only by a majority vote of a quorum of the committee. Further, the committee's role shall be advisory in nature, and the Village is not delegating any of its statutory authority to the committee. (Ord. 2017-O-02, 2-23-2017)
   F.   The committee shall have the authority to solicit and raise funds for official purposes of the Village, relating to the acquisition, construction or maintenance of Village parks and related facilities ("park purposes"). All funds so raised by the committee, whether by grant, donation or other form of fundraising, shall be segregated for park purposes and shall not be utilized for any other purposes. The Finance Director shall be authorized and directed to ascertain a method of properly securing such funds accordingly. Expenditure of such funds shall require a positive recommendation from the committee and approval of the Village Board. (Ord. 2018-O-12, 6-4-2018)
