The commission shall have the following duties and powers:
A. Prepare and recommend to the corporate authorities a comprehensive plan for the present and future development or redevelopment of the village. Such plan may be adopted in whole or in separate geographical or functional parts, each of which, when adopted, shall be the official comprehensive plan, or part thereof, of the village. This plan may include reasonable requirements with reference to streets, alleys, public grounds, and other improvements hereinafter specified. The plan, as recommended by the commission and as thereafter adopted, may be made applicable, by the terms thereof, to land situated within the corporate limits and contiguous territory not more than one and one-half (11/2) miles beyond the corporate limits and not included in any municipality. Such plan may be implemented by ordinances to implement the provisions of subsections B through M of this section.
B. Establish reasonable standards of design for subdivisions and for resubdivisions of unimproved land and of areas subject to redevelopment in respect to public improvements as herein defined.
C. Establish reasonable requirements governing the location, width, course, and surfacing of public streets and highways, alleys, ways for public service facilities, curbs, gutters, sidewalks, streetlights, parks, playgrounds, school grounds, size of lots to be used for residential purposes, stormwater drainage, water supply and distribution, sanitary sewers, and sewage collection and treatment.
D. Designate land suitable for annexation to the village and the recommended zoning classification for such land upon annexation.
E. Recommend changes, from time to time, in the official comprehensive plan.
F. Prepare and recommend to the corporate authorities plans for specific improvements in pursuance of the official comprehensive plan.
G. Give aid to the municipal officials charged with the direction of projects for improvements embraced within the official plan, to further the making of these projects, and generally, to promote the realization of the official comprehensive plan.
H. Advise the board of trustees, other boards and commissions, neighborhood organizations, developers, and the general public regarding policies, standards and ordinances associated with planning and development matters.
I. Hold public hearings and meetings, as appropriate, and make findings and recommendations to the board of trustees concerning annexations, text and map amendments to the zoning ordinance, planned developments, conditional and special uses, variations which are associated with a map amendment, and subdivisions.
J. Hear and decide appeals from any order, requirement, decision, or determination made by the building commissioner under this code, and thus serve as building code board of appeals as required from time to time.
K. Hear and make recommendations to the board regarding proposed zoning variations.
L. Hear and decide all matters referred to it or upon which it is required to pass under any code of the village or statute of the state of Illinois, either as a planning and zoning commission, or as a building code board of appeals or zoning board of appeals.
M. Have other powers and duties concerning planning and development matters as may be assigned from time to time by the board of trustees. The planning and zoning commission may utilize the services of village staff and consultants as shall be determined to be appropriate by the village board, mayor, or village administrator.
