10-3-1-4: ACTION ON APPLICATION:
   A.   The building commissioner shall examine or cause to be examined all applications for permits and amendments thereto within a reasonable time after filing. If the application or the plans do not conform to the requirements of all pertinent laws, he may reject such application in writing, stating the reasons therefor. If he is satisfied that the proposed work conforms to the requirements of this title or such other laws and ordinances applicable thereto, he shall issue a permit therefor as soon as possible.
   B.   The building commissioner shall affix his signature to every permit, or he may authorize a subordinate to affix such signature thereto.
   C.   The building commissioner shall stamp or endorse in writing both sets of corrected plans "approved", and one set of such approved plans shall be retained by him and the other set shall be kept at the building site, open to inspection of the building commissioner, or his authorized representative, at all reasonable times.
   D.   The building commissioner may issue a permit for the construction of foundations or any other part of a building or structure before the entire plans and specifications for the whole building or structure have been submitted, provided adequate information and detailed statements have been filed complying with all the pertinent requirements of all applicable codes. The holder of such permit for the foundation or other part of a building or structure shall proceed at his own risk with the building operation and without assurance that a permit for the entire structure will be granted.
