1-2-1: REPEAL OF GENERAL ORDINANCES:
All general ordinances of the village passed by the president and board of trustees prior to the adoption of this municipal code are hereby repealed, except such as are included in this municipal code or are by necessary implication herein reserved from repeal (subject to the saving clauses contained in the following sections), and excluding the following ordinances which are not hereby repealed:
   A.   Ordinances levying or imposing taxes.
   B.   Budget or appropriation ordinances.
   C.   Ordinances relating to boundaries and annexations.
   D.   Franchise ordinances and other ordinances granting special rights to persons or corporations.
   E.   Contract ordinances and ordinances authorizing the execution of a contract or the issuance of warrants.
   F.   Salary ordinances.
   G.   Ordinances dedicating, naming, establishing, locating, relocating, opening, paving, widening, vacating, etc., any street or public way in the village.
   H.   Improvement ordinances.
   I.   Ordinances or resolutions promising or guaranteeing the payment of money for the village or authorizing the issuance of any bonds of the village or any evidence of village indebtedness, or any contract or obligation assumed by the village.
   J.   Ordinances relating to elections.
   K.   Ordinances relating to the transfer or acceptance of real estate by or from the village.
   L.   Administrative ordinances or resolutions or motions of the board of trustees not in conflict or inconsistent with the provisions of this code.
   M.   Ordinances establishing or prescribing grades in the village.
   N.   Ordinances providing for local improvements and making assessments therefor.
   O.   Ordinances extending or contracting the boundaries of the village.
   P.   Any other ordinances or resolutions or motions of the board of trustees not expressly in conflict or inconsistent with the provisions of this code.
   Q.   All special ordinances. (1990 Code §23.401; amd. 2011 Code)
   R.   Ordinances or resolutions approved by, through or in connection with the development of any parcel of real property in the village, including, but not limited to, ordinances and resolutions granting specified zoning, approval of plats or plans, approval of planned unit developments, or other similar approvals.
