9-4-5: FIRE HYDRANTS:
   A.   Opening Hydrants; Damage Prohibited: All hydrants constructed for the purpose of extinguishing fires are hereby declared to be public hydrants. No persons other than members of a fire protection district and those authorized by the village shall open any such hydrant or attempt to draw water from same or in any manner interfere with or injure any of such hydrants.
   B.   Obstruction Prohibited: No person shall obstruct the use of any fire hydrant or place any material in front thereof. Any material forming such obstruction may be removed by the village or by the fire protection district. The cost of removal shall be borne by the property owner thereof.
   C.   Wrenches: No person shall use any water hydrant wrenches without the permission of the village.
   D.   Temporary Use: Any person wishing to make a connection to a hydrant as a temporary source of water for construction or other approved purposes shall make application to the village no less than forty eight (48) hours in advance to request a hydrant meter. The user shall make a deposit equal to the replacement cost of the meter which shall be refunded when the meter is returned. The meter will be read on installation and again on disconnection, and the user will be billed at the current rate for water use. The user shall be responsible for the meter and usage. The deposit will not be returned until all payments have been made. Meters will be supplied as available on a week to week basis. The village shall install and remove the meter. It will be a violation of terms to use the meter without attached RPZ. The village reserves the right to restrict or rescind the use of the hydrant meter or charge a usage rate equivalent to three (3) times (300 percent) the normal usage rate whenever water conservation rates are in effect.
   E.   Large Bulk Users: Large bulk users are required to fill at a single designated hydrant located on the water treatment facility property. All large bulk users are required to maintain a physical air gap between the fill hose and tank. (Ord. 2009-18, 6-15-2009)
