9-1-1: WATER AND WASTEWATER DEPARTMENT:
   A.   Established: There is hereby established for the village a combined water and wastewater department, hereinafter referred to as "the department". (Ord. 2008-13, 4-7-2008)
   B.   Public Works Director: The public works director ("director" for purposes of this title) shall be in charge of and oversee the department. The director shall be appointed by the village manager. (Ord. 2008-13, 4-7-2008; amd. 2011 Code)
   C.   Duties Of Department: The department shall be in charge of all matters relating to the water facilities and the wastewater facilities including the connection thereto and the extension thereof.
   D.   Records: The Illinois environmental protection agency or its authorized representative shall have access to any books, documents, papers and records of the village which are applicable to the village system of user charges for the purpose of making audit, examination, excerpts and transcriptions thereof to ensure compliance with the terms of the special and general conditions, loan agreements or rules for any state grant or loan.
