Privately constructed, owned, and maintained streets shall be allowed in approved subdivisions; provided, however, that regulations governing public streets contained herein and elsewhere in this code generally shall be applied to said private streets, except as provided in subsection 8-1-5A of this chapter, where repair work must be reported to, but not necessarily be done under, the supervision of the village manager.
