Graffiti is declared to be a public nuisance. It is declared to be illegal for the owners, occupants, or any other persons otherwise in control of any real property in the village to permit upon, allow to remain, or otherwise fail to remove graffiti from any buildings, signs, walls, permanent structures, places, or other surfaces located upon such real property, and each day on which graffiti is found to exist on the property shall constitute a separate violation.
