Any utility, contractor, or subcontractor performing work in a public right-of-way shall have at least one representative at the work site at all times when work is being performed who has sufficient proficiency in the English language to be able to speak with and answer questions from representatives of the town regarding the work to be or being performed in the public right-of-way.
