§ 94.042 PROJECTS REQUIRING APPROVAL.
   With the exception of street department personnel, no person shall in any manner infringe upon town street system rights-of-way without explicit prior written permission from the town, unless otherwise authorized through the receipt of a master permit. Specifically, it shall be unlawful to perform any, each or all of the following without prior approval:
   (A)   Digging, scraping, improving, paving, ditching or excavating on any town street or any town right-of-way;
   (B)   Planting or removing any shrub, tree or flower upon the town right-of-way;
   (C)   Placing any sign, or damaging or removing any sign on the town right-of-way;
   (D)   Constructing utility facilities upon or under any town street or upon or under any street right-of-way; and
   (E)   Constructing sewer or water lines upon or under any street or any street right-of-way, or damaging or removing any such lines that have been legally installed.
