The purpose of this subchapter is to provide for the proper management of the public rights-of-way in order to preserve the health, safety, and welfare of the citizens of Pineville. Specifically, this subchapter is intended to provide for the reasonable regulation of the owners of public and private utility facilities located in the public rights-of-way, and the time, place and manner in which such utility facilities are located and worked upon.
