The Legislature of the State of North Carolina has in G.S. Chapter 143, Article 21, Part 6; G.S. §§ 160D-1-2, 160D-1-9(d), 160D-102, 160D-107, 160D-108, 160D-108(d), 160D-108.1, 160D-109, 160D-109(c), 160D-302, 160D-402(b) through (d), 160D-403, 160D-403(b) through (g), 160D-404(c), 160D-405, 160D-406, 160D-502, 160D-601, 160D-603, 160D-604, 160D-604(d), 160D-605(a) and (b), 160D-701 through 160D-706, 160D-903, 160D-905, 160D-908 through 160D-910, 160D-913, 160D-915, 160D-916, 160D-921 through 160D-925, 160D-1102 through 160D-1130, 160D-1207, 160D-1311 through 160D-1315, 160D-1320, 160D-1402, 160D-1403.1, 160D-1403.2, and 160D-1405 delegated to local governmental units the responsibility to adopt regulations designed to promote the public health, safety and general welfare.
