All of the sections of this chapter and all of the minimum standards and requirements of this chapter shall be applicable to lodging establishments and to every person who operates a lodging establishment or who occupies or lets to another for occupancy any lodging unit, except as provided in the following sections of this subchapter, or as expressly otherwise excluded in this chapter.
