§ 151.040 METHODS OF SERVICE OF COMPLAINTS AND ORDERS.
   Complaints or orders issued by the Inspector shall be served upon persons either personally or by registered or certified mail. If the whereabouts of the persons are unknown and cannot be ascertained by the Inspector in the exercise of reasonable diligence, and the Inspector makes an affidavit to that effect, then the serving of the complaint or order upon those persons may be made by publishing the same once each week for two successive weeks in a newspaper of general circulation in the county, the second publication being not less than ten days nor more than 30 days prior to the date of the hearing.
