It shall be unlawful for any person to engage in, conduct, carry on, or to permit to be engaged in, conducted or carried on the operation of an escort service as herein defined, without a valid escort service permit issued pursuant to the provisions of this chapter; or a dating service as herein defined, without a valid dating service permit issued pursuant to the provisions of this chapter. The issuance of an escort service permit does not authorize the permit holder to operate a dating service. The issuance of a dating service permit does not authorize the permit holder to operate an escort service. A separate permit shall be required for each location within the town at which a dating service or escort service is established or name under which it operates. An escort service or dating service permit is not transferable.
