The Collector of Revenue shall refuse to issue or shall revoke a license required by this subchapter for any of the following reasons:
(A) The applicant misrepresents a fact relevant to the amount of tax due or the qualifications for a license;
(B) The applicant refuses to provide information necessary to compute the amount of tax due; or
(C) The applicant fails or refuses to provide all information called for in the application.
