No parades, or parts thereof, may be upon the streets or sidewalks of the town between the hours of 5:00 p.m. and 7:00 p.m.; provided, however, that upon application and a finding as a fact that to permit a proposed parade to be held upon the streets or sidewalks of the town during those hours will best serve the interest of the general public and will not be contrary to the health, welfare, safety and morals of the town, the Mayor and Council may issue a permit for a parade to be held during those hours.
