(A) If an application for a parade permit is denied by the Town Administrator, the applicant may apply to the Mayor and Council for a hearing concerning the same.
(B) At the hearing, the applicant shall have the burden of proof of showing that the proposed parade will not be contrary to the health, welfare, safety and morals of the town. The Town Administrator shall be heard in rebuttal to the granting of the application.
(C) If, after hearing, the applicant and the Town Administrator, the Mayor and Council shall find as a fact that the proposed parade will not be contrary to the health, welfare, safety and morals of the town, the application shall be granted by the Mayor and Council. Otherwise, the action of the Town Administrator in denying the application shall stand.
