Whenever it shall come to the attention of the Town Administrator that there exists on any lot or parcel of land in the town any of the conditions enumerated in this subchapter, he or she shall forthwith give the owner thereof notice, served upon the owner by a police officer of the town, or if service cannot be had after a reasonable attempt is made, by publishing the same in the official newspaper of the town once a week for two consecutive weeks, that the condition exists and that he or she shall have 15 days from the date of service, or from the final date of publication, in which to remedy the same or the town shall cause the same to be remedied.
