No person shall neglect to cut or remove weeds, grass, vegetation or obstructions to visibility as directed in this subchapter; shall fail, neglect or refuse to comply with the provisions of any notice provided for in this subchapter; or shall resist or obstruct the Director of Public Works or his or her agents in the cutting or removal of weeds, grass, vegetation or obstructions to visibility.
