It shall be unlawful for any person to haul or transport by motor truck or other vehicle over the public streets of the town loose dirt, sand, stone, trash, debris or unbaled or unpackaged materials of any kind in such a manner as to permit the material to be deposited in the course of the hauling or transportation upon the streets other than at the place designated for unloading.
