§ 73.03 RULES AND REGULATIONS.
   Carts shall not be operated on any public road within the town except in accordance with the following rules and regulations.
   (A)   No golf carts/utility vehicles shall be driven on or across any state-maintained road.
   (B)   No occupants riding in a golf cart shall stand at any time while the golf cart is in motion.
   (C)   All golf carts/utility vehicles must be operated in accordance with all applicable state and local laws and ordinances, including the State Motor Vehicle Code, G.S. Chapter 20.
   (D)   Golf carts/utility vehicles are only to be operated on public streets during daylight hours, with the exception that golf carts equipped with operating lights and reflectors meeting the requirements set forth below may operate only between the hours of 7:00 a.m to 11:00 p.m.: Two lighted lamps, one on each side of the front of the golf cart, visible under normal atmospheric conditions from a distance of at least 300 feet in front of the golf cart, and two red lamps on the rear, exhibiting red lights visible under like conditions from a distance of at least 200 feet to the rear of the golf cart.
   (E)   Carts are not to be used as an alternative means of transportation.
   (F)   Drivers of carts must have a valid driver's license, and must be at least 18 years of age.
   (G)   Drivers of carts shall stay to the far right of the traveled portion of the road and yield the right-of-way to overtaking vehicles.
   (H)   All carts must be registered with the town annually before traveling on the public roads. The town shall charge a $25 fee per registration and issue a permit as proof of compliance that should be attached to the cart.
   (I)   The maximum occupancy of a golf cart traveling on town roads shall be one person per seat.
   (J)   Drivers must take the most direct route from their point of origin to their destination and back whenever possible.
   (K)   (1)   All golf cart/utility vehicles shall have the following equipment:
         (a)   Locking brakes;
         (b)   Reverse warning device;
         (c)   Main power switch;
         (d)   Horn;
         (e)   Either hip restraints or hand holds;
         (f)   Lighting devices specified above;
         (g)   Manufacturer's serial number plate; and
         (h)   Rear vision mirrors.
      (2)   Manufacturer installed safety labels shall be visible and readable.
   (L)   Golf carts and similar vehicles are prohibited on any sidewalks or in town parks except in designated areas unless authorized to conduct town business.
