For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
DRIVER. Person in actual physical control of a vehicle which is in motion or has the engine running. For the purpose of this subchapter, the terms DRIVER and OPERATOR are synonymous.
GOLF CART. Vehicle designed and manufactured for operation on a golf course or recreational purposes not capable of exceeding 20 mph.
SIMILAR VEHICLE. Vehicle designed and manufactured for general maintenance, security, recreational and landscaping purposes, but does not include vehicles designed and used primarily for the transportation of persons or property on a street or highway.
