The Mayor and Council may alter the maximum speed limit as established in § 71.50 on any street or portion thereof which is not a part of the state highway system and which is not maintained by the State Highway Commission in accordance with the provisions of G.S. § 20-141(f); provided, however, that no such alteration shall be less than 15 miles per hour. No such alteration of the speed limits shall become or remain effective unless signs have been conspicuously placed giving notice of the speed limit for the street.
