(A) The Commissioners shall be appointed for terms of three years, provided that in making the initial appointments, the Mayor shall appoint two Commissioners for a term of three years, two Commissioners for a term of two years, and three Commissioners for a term of one year.
(B) Commissioners shall serve without compensation, but shall be reimbursed for reasonable expenses incurred in the performance of their official duties. Commissioners shall be citizens of the city.
