Obligations incurred by the Municipal Utility Commission shall be obligations against the revenues or prospective revenues of said municipal utilities only, and against only such portions thereof as may be available for the payment of such obligations under the provisions of law and of the above mentioned ordinances. No obligation incurred by the Commission shall be an obligation against the city’s General Fund or against general credit of the city.
