The members of the Municipal Utility Commission shall be removable from office by a meeting called for such purpose; but only for misconduct and upon written charges tendered to the member in question at least ten days before such meeting; and the member in question shall have the right to appear and be heard in his or her own defense, with or without legal counsel, and to confront witnesses and to produce witnesses for hearing in his or her own behalf. After service of written charges, such member may be suspended until his or her case has been decided by the City Council after such hearing, such hearing to be commenced not later than the second regular meeting of the City Council after charges are tendered and completed with reasonable diligence, or else the member shall be deemed exonerated.
