Four members of the Municipal Utility Commission shall constitute a quorum for the transaction of business at any regular meeting or at any other meeting of which all members have received proper, timely, and adequate notice. In connection with the adoption of any motion, resolution, or order, the affirmative vote of at least four members shall be required.
