§ 35.045 COLLECTION OF REVENUE.
   (A)   In addition to the operation of the two utility systems, the Municipal Utility Commission shall collect, and pay into the city’s treasury at the end of each calendar month, all those fixed monthly charges prescribed and imposed by the City Council for the city’s collection of garbage and refuse.
   (B)   All revenues collected by the Commission for charges imposed for service of said sewer utility shall be kept in a separate account and used and applied for the operation and maintenance of said sewer system, except that an amount thereof sufficient to pay said sewer revenue bonds and coupons as same become due and payable shall be paid into the city’s treasury each month as prescribed by said ordinance relating to the issuance of said bonds.
   (C)   In like manner, all revenues collected by the Commission for charges imposed for service of said water distribution system or utility shall be kept in a separate account and used and applied for the operation and maintenance of the waterworks and water distribution system, except that an amount thereof sufficient to pay the city water system revenue bonds and coupons as same become due and payable as shall be prescribed by ordinance relating to the issuance of same shall be paid into the city’s treasury as therein directed.
   (D)   The management and operation of the collection of trash and garbage by the city is retained by the City Council, the Commission only having the responsibility of collection of the fixed charges therefor as provided in division (A) above.
   (E)   The Commission shall make, or cause to be made and delivered to the City Clerk-Treasurer as soon as possible after the close of each calendar month and prior to the regular monthly meeting date of the City Council following the close of such month, detailed reports showing the collections and expenditures and the amounts apportioned during the preceding month to each of the funds created by the two or other ordinances authorizing the issuance of said sewer revenue bonds and the water system revenue bonds.
